Members of Management, members of staff, SRA president, my dear students, invited guests, ladies and gentlemen. Compliments of the New Year! I trust that you all had a restful and peaceful festive season with your families and loved ones at home. I welcome all of you back to the University. In particular we welcome the following new members of management:

To all new staff members and to first time entering students I say: welcome and thank you for making the right choice of joining the University of Venda.

Programme Director, our core business as an institution of higher learning is teaching and learning, research and community engagement and our sum total contribution towards achieving this mandate is particularly important. We must continue to stay focused and dedicated on enhancing the quality of life of our students and staff by staying true to intrinsic values of integrity, quality, planning and excellence.

Within the broader framework of developing human capital and simultaneously moving the country towards a knowledge-based economy, the University of Venda is committed to working with a number of stakeholders in order to contribute to the well being of the community, and to serve as an engine that drives the regional development strategy. A successful university model is one in which its academic programmes and research activities are largely in harmony with the developmental needs of the community. It is incumbent on us therefore, and specifically through our research and Innovation, and community engagement programmes to ensure a quality symbiotic and reciprocal relationship between the university and our community stakeholders in a mutually beneficial manner.

Programme Director, I will now comment on Univen’s Five Year Strategic Plan (2009 – 2013). My focus in 2009 will be to continue to create a conducive environment on our campus in which excellence and quality will thrive. This calls for a renewed culture of dedication towards service and a strong work ethic by both staff and students. I am glad to inform the campus community that we will soon embark on a strategic planning process for the University of Venda. A well conceived strategic plan will be the anchor and basis for us to succeed in our commitment to being a quality driven financially sustainable rural-based comprehensive university

The foundation for a successful higher education institution is largely driven by two functions (i) good governance and strong internal processes and procedures and, (ii) a visionary and realistic strategic plan. It is not easy to manage the many diverse challenges and demands that we face as an institution of higher learning. This requires careful planning and a strategy that recognizes the dangers of trying to do too much and consequently achieving very little. We therefore look forward to developing a strategic plan that will receive the confidence of all our stakeholders (students, staff, council, community, the private sector, industry, government etc), a plan that says we will improve the quality of life of our students and staff within an extremely competitive higher education environment, a framework that will make Univen an employer of choice for its staff and a university of choice for its students.

Programme Director, Universities the world over are considered as key strategic assets for the national growth and development of modern societies and provide varied services within the realm of higher education. Among the vital functions of universities include:

• The advancement and transmission of knowledge, learning and wisdom
• Opportunities for intellectual, ethical and skills development of individual students and staff
• Serve as a repository of a society’s knowledge and culture
• Provision of key links to economic, social and political development to members of the society
• Contribution to the well being of the community, and an engine that drives development at regional and national levels.

Strategic planning is designed to strengthen and enhance the performance and quality of an institution. An outstanding institution of higher learning is essentially a combination of many interwoven and synergistic activities, functions and activities among which are the quality of the teaching and research staff, governance and leadership, financial management, the quality and commitment of students, and a supportive environment. A visionary and realistic strategic plan is an indispensable vehicle in accomplishing this goal.

Strategic plans must reflect the breadth of needs and goals through:
• A focus on functions seen as primary to the mission of each institution
• Recognition of a wide range of societal needs for training and development
• Awareness of the continually changing needs of students and citizens for lifelong learning
• Specialization of research and experimentation
• An openness to outside scrutiny
• Recognition that the success of higher education is dependent on individual creativity, an openly competitive environment, and an education culture that fosters new knowledge and technological excellence

Frugal management of our financial resources is paramount in securing long term sustainability of our university and is a central feature of all competitive higher education institutions in South Africa and the world over. We have resuscitated our budget committee in 2008 which will now be a regular feature when we draw up our annual budgets which will continue to be largely zero-based. We must take cognisance of the global economic meltdown, and proactively factor possible consequential effects on the cost of goods and services, and therefore our ability as a university to continue to manage a healthy balance sheet. At the recent World Economic Forum held in Davos, Ms. Maria Ramos predicted that the next 18 to 24 months will present a very tough economic environment.

Our main source of income as a university is largely block grants that we receive from the Department of Education, while student fees represent a second income stream. Our third stream income is totally insignificant, and well below the average national norms. This situation is not sustainable and it is therefore imperative that a clear strategy to increase our third stream income is urgently developed in the forthcoming strategic planning process.

The University of Venda is currently financially healthy but operates on a very modest budget. We must ensure that we completely cut out wastage and that money is spent in a scrupulous manner and that each cent spent is properly accounted for.

Ladies and gentlemen, one of our more recent interventions geared towards entrenching quality teaching and learning is the establishment of a Higher Education Centre for Teaching and Learning. The creation of this centre at UNIVEN was prompted by a directive from the Minister of Education in letter dated March 2007 in which a significant focus is given to undergraduate training and also a requirement that we improve our success rate in undergraduate degrees from the current 77% to 78% and graduation rate from 1,600 to 1,800 by 2010.

Academic support plays an important role in integrating students and staff into the social and intellectual fabric of an institution. Although poor academic performance is a combination of complex underlying factors, the following variables have been found to be key factors in exacerbating poor performance and attrition of students:
• Academic under preparedness of staff and students
• Transition or adjustment problems
• Career choice uncertainties
• Lack of or inadequate financial support

The proposed Centre will be a comprehensive establishment which will offer a holistic range of programmes and services on teaching and learning to guarantee continuous improvement in throughput and graduation rates from the University of Venda.

The second intervention is the Teaching and Research Development Grants. A proposal submitted to the Minister of Education for a 2009/10 teaching and development grant was approved to the value of R 26.11 million. These funds will be largely used to improve the level and quality of teaching and research - with special reference to throughput rate and research output. Specifically, the grant will enable the University to achieve the following objectives:
• Support the Higher Education Teaching and Learning Centre which will promote academic support services on campus
• Promote staff development programmes which address specific teaching and research needs of academics
• Promote student development programmes which address specific learning and research needs of students
• Improve the quality of Library and Information Technology Services which directly impact upon teaching, learning and research activities.
• Develop curricula and relevant teaching and research materials, methods and equipment for career-focused programmes
• Review existing programmes and related teaching methods, materials and equipment, in view of our mandate to transform into a “comprehensive university”.
• Effectively address teaching and learning problems and priorities that are unique to each School and Department – such as laboratory equipment, computer software, books, professional journals, etc.
• Promote continuous classroom research by academic staff in order to address teaching and learning problems more systematically and efficiently.
